닐 브레너와 에릭 스윙게도는 세계화 속에서 국민국가가 단순히 소멸하는 것이 아니라, 대도시권(Metropolitan scale)으로 권력이 재편되거나 초국적 기구로 상승하는 ‘스케일의 재조정(Rescaling)‘을 겪는다고 설명했다. 공간 스케일 설정 자체가 권력 쟁탈의 핵심 수단임을 밝혔다.
